The Homeless Services Consortium (HSC) is a community-based alliance of housing providers, emergency shelters, service organizations, and local stakeholders working to end homelessness in Dane County. The HSC is the HUD-recognized Continuum of Care (CoC) for the City of Madison and Dane County. The HSC is recognized by federal, state, and local government as the entity responsible for carrying out the regulatory requirements found in the HUD CoC regulation.  These responsibilities include planning, implementing, coordinating, and evaluating a continuum of services to prevent and end homelessness.
