HUD Continuum of Care (CoC) Competition FY 2025
The Department of Housing and Urban Development (HUD) released the Notice of Funding Opportunity (NOFO) for the FY2025 Continuum of Care (CoC) funding competition on November 13, 2025. In FY2024, the Madison/Dane CoC was awarded $6,359,429 for Permanent Supportive Housing, Rapid Rehousing, Joint Transitional Housing - Rapid Rehousing, System Navigation, Coordinated Entry, Homeless Management Information System (HMIS) and Planning Projects.

New projects can apply for CoC Bonus, Domestic Violence Bonus and any funds available through reallocation. Due to a change in HUD funding priorities, there is additonal funding avialable for reallocation this year. The following funding is available to new projects:

Amount available through Reallocation: $1,746,613
Amount available through YHDP Replacement: $1,237,904
Amount available through DV Reallocation: $217,635
CoC Bonus: $1,287,640
DV Bonus: $357,796
Amounts may change as we wait for updates to the CoC's Grant Inventory Worksheet

Applications will be accepted and considered from organziations that have not previously recieved CoC funding, including faith-based organizations.

An information session about the local CoC Funding Competition will be held on Monday, December 1, 2025 at 2-3:30 PM. New applicants must attend this session or schedule an alternate time with Torrie. You can join the meeting via this zoom link. Applicants materials for new projects must be submitted to hsc@cityofmadison.com. All materials are due by Monday, December 15, 2025 at Noon. Projects selected for funding in the local competition, must enter their application in E-snaps by Noon on January 7, 2026.
