HUD Continuum of Care (CoC) Competition FY 2024

The Department of Housing and Urban Development (HUD) released the Notice of Funding Opportunity (NOFO) for the FY2024 Continuum of Care (CoC) funding competition on July 31, 2024. In FY2023, the Madison/Dane CoC was awarded $5,936,560 for Permanent Supportive Housing, Rapid Rehousing, Joint Transitional Housing - Rapid Rehousing, System Navigation, Coordinated Entry, Homeless Management Information System (HMIS) and Planning Projects.

Please visit HUD's CoC Program Competition page for more information. The City of Madison is the Collaborative Applicant for this funding competition. If you have any questions or are interested in applying, please reach out to Torrie Kopp Mueller, CoC Coordinator at tkoppmueller@cityofmadison.com or (608)266-6254.

New projects ca apply for CoC Bonus, Domestic Violence Bonus and any funds available through reallocation. According to the CoC's Review, Rating and Ranking Policy, any project that does not score at least 60% on the CoC Performance Scorecard is subject to reallocation of their funds (meaning a new project can apply for those funds). IN this competition, there is one project that did not meet the 60% threshold. That is Community Action Coalition's Dane County Rapid Rehousing project. They are able to apply for renewal of these funds, but will compete with new projects.

The following funding is available to new projects:

Reallocation: $123,626

CoC Bonus: $683,198

DV Bonus: $433,845

Applications will be accepted and considered from organizations that have not previously received CoC Program funding.
