HUD Continuum of Care (CoC) Competition FY2026

The Department of Housing and Urban Development (HUD) released the Notice of Funding Opportunity (NOFO) for the FY2026 Continuum of Care (CoC) funding competition on June 1, 2026. In FY2025, the Madison/Dane CoC was awarded $7,343,835 for Permanent Supportive Housing, Rapid Rehousing, Joint Transitional Housing-Rapid Rehousing, Support Services Only, Coordinated Entry, Homeless Management Information System (HMIS) and Planning Projects.

The HSC Board of Directors approved a Policy to Advance Recovery by Prohibiting Drug Enablement at their meeting on July 1, 2026. CoC-funded housing programs awarded under the FY26 NOFO will need to implement this policy.

Applications will be accepted and considered from organizations that have not previously recieved CoC Program Funding, including faith based organizations.

New projects can apply for CoC Bonus, Domestic Violence Bonus, YHDP Replacement and funds available through reallocation. According to the CoC's Review, Rating and Ranking policy, any project that does not score at least 60% on the CoC Performance Scorecard is subject to reallocation of their funds (meaning a new project can apply for those funds). In this competition, there are six prjects that did not meet the 60% threshold. Those projects can be considered for renewal, but will compete with new projects. 

The following is the approximate funding available for new projects. Amounts will be updated once HUD releases further information. 

Unsheltered Reallocation: $606,390

DV Reallocation: $525,008

YHDP Replacement: $1,323,174

CoC Bonus: $1,092,840

DV Bonus: $578,459

Info Session

An information session about the local CoC Funding Competition will be held virtually on Monday, June 22, 2026 at 9-10:30 AM. New applicants must attend this session or schedule an alternate time with Torrie.
