State EHH 2025-26 Funding Opportunity
Overview
The Emergency Solutions Grant (ESG), Housing Assistance Program (HAP), and Homeless Prevention Program (HPP) are collectively referred to as the State EHH Program. ESG is federally administered by the United States Department of Housing and Urban Development (HUD). HUD awards ESG funding to the State of Wisconsin, Department of Administration, Division of Energy, Housing, and Community Resources (“the State”) to distribute to eligible applicants. HPP and HAP are State of Wisconsin funding sources. These three sources of funding are combined and distributed to one lead applicant in each HUD or local continuum of care (CoC).
The City of Madison Community Development Division (“the City”) was approved by the Dane CoC Board of Directors to serve as the Dane CoC’s lead applicant and submit an annual consolidated application to the State. The Dane CoC Board of Directors is responsible for making funding allocation decisions for inclusion in the consolidated application.
This local application process will be used to identify and select projects for inclusion in the Dane CoC’s consolidated application to the State.

2. Attend the Application Workshop.
Applicants are strongly encouraged to attend the live Application Workshop or view the recording afterward. No registration is required.

Notes:
Documentation of Match is also required for ESG funds. But there is no specific form. See the Application Instructions for required documents.
State Allocation Scoring Tool will be used to determine ESG/HPP funding amounts for programs. Agencies do not need to submit this form, but are strongly encouraged to review the performance data points used in the tool and run HMIS reports in advance to verify data accuracy.​

5. Submit the Application
Deadline: Friday, July 18, 2025, 12:00 P.M. (Noon) CDT.
Late or incomplete applications will not be considered. Please submit your application well before the deadline.
All applications must be submitted electronically. Email the application forms to Sarah Lim (slim@cityofmadison.com) with a subject line: EHH application.
6. Participate in the Agency Q&A with Review Team
City staff will contact the applicants shortly after application submission to schedule the session. Agency Q&A will be scheduled for the following applicants.
