HUD Continuum of Care (CoC) Competition FY 2023
Each year, the Department of Housing and Urban Development (HUD) releases a Notice of Funding Opportunity (NOFO) for the Continuum of Care (CoC) funding competition. In FY2022, the Madison/Dane CoC was awarded $3,835,673 for Permanent Supportive Housing, Rapid Rehousing, Coordinated Entry, Homeless Management Information System (HMIS) and Planning Projects.

HUD released the FY2023 CoC Competition NOFO on July 5, 2023. Please visit HUD's CoC Program Competition page fore more information. The City of Madison is the Collaborative Applicant for this funding competition. Applications will be accepted and considered from organizations that have not previously received CoC Program funding.

New projects are able to apply for CoC Bonus, Domestic Violence Bonus and any funds up for reallocation. According to the CoC’s Review, Rating and Ranking Policy, any project that does not score at least 60% on the CoC Performance Scorecard is subject to reallocation of their funds (meaning a new project can apply for those funds). In this competition, there are four projects that did not meet the 60% threshold. These are:

The Road Home – Foundations - $146,683

Housing Initiatives – Permanent Housing for Chronically Homeless - $91,000

Lutheran Social Services – LSS Housing First - $107,476

Community Action Coalition – Dane County Rapid Rehousing - $116,798
The HSC Board of Directors will allow these projects to apply for renewal, but they will compete with new projects.

Agencies interested in applying for funds in the FY2023 CoC Competition must complete application materials below and in e-snaps and submit them to hsc@cityofmadison.com by August 29, 2023 at Noon. Late or incomplete applications will not be considered. Please do not wait until the deadline to submit the application. No grace period will be granted.
